Update: excluding gender-affirming healthcare from coverage for children 19 years of age and under
On January 28, 2025, President Trump signed an executive order entitled Protecting Children from Chemical and Surgical Mutilation. The executive order requires the federal government to "not fund, sponsor, promote, assist, or support the so-called 'transition' of a child from one sex to another, and it will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures."
Among other directives, the executive order requires the federal government to exclude gender-affirming care from coverage beginning the 2026 Plan Year under Medicare, Medicaid, the Affordable Care Act, TRICARE, Federal Employee Health Benefits, and Postal Service Health Benefits. The executive order impacts:
Puberty blockers, including GnRH agonists and other interventions
Sex hormones, such as androgen blockers, estrogen, progesterone, or testosterone
Surgical procedures
Tran Legal Group continues to monitor the matter.
Update: amending gender markers on federal identity documents, including passports, visas, and Global Entry cards
On January 20, 2025, President Trump signed an executive order entitled Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. The executive order requires the federal government to "implement changes to require that government-issued identification documents, including passports, visas, and Global Entry cards, accurately reflect the holder’s sex". The federal government has 120 days to implement these changes.
Tran Legal Group continues to monitor the matter.
Update: amending gender markers on Arizona birth certificates
Arizona law (A.R.S. 36-337) requires proof of "sex change operation" to amend the gender marker on an Arizona birth certificate.
On August 20, 2024, a federal district court ruled that the "sex change operation" requirement was unconstitutional, violating the Equal Protection and Due Process Clauses of the Fourteenth Amendment. The matter remains under litigation.
Tran Legal Group is monitoring the case and preparing for the issuance of new requirements to amend gender markers on Arizona birth certificates.

Prior to founding Tran Legal Group, Stevie litigated full time in family court handling matters involving various aspects of family law, including custody/guardianship, dependency, adoptions, and the child welfare system. Stevie is a nationally recognized speaker and author who has advised numerous institutions and organizations in addressing transgender and non-binary inclusion and developing policies on diversity and non-discrimination. Stevie authored one of the first articles on transgender inclusion within fraternal organizations and continues to educate and advise on this matter.
